Local Services Ads use a screening file Google calls Google Verified (earlier labels were Google Guaranteed and Google Screened). The lanes we see1. License or insurance. Expired cards, a DBA that is not on the certificate, or liability limits under the category minimum. The fix is a matching document, not a new ad account.
2. Background check. Owners and field staff Google asks to screen have to pass. An incomplete check looks like a refusal.
3. Business identity, including the Business Profile. The name, address, and license on the ads have to match the Google Business Profile. If that profile is suspended, ads usually cannot stand on their own.
4. Customer complaints and review patterns. Repeated disputes, jobs you did not do, or a rating pattern Google treats as an account-quality problem. The response is evidence about those jobs, not a keyword edit.
5. Ads policy. Services you are not licensed to offer, misleading coverage claims, or a category the business does not perform. Remove the claim, then appeal.
